It came into being on January 1, 1999, as a result of the Polish local government reforms passed in 1998. Its administrative seat and largest town is Iława, which lies west of the regional capital Olsztyn. The county contains four other towns: Lubawa, south of Iława, Susz, north-west of Iława, Kisielice, west of Iława, and Zalewo, north of Iława. The county covers an area of .
